一番初めに登場する「こだま731号」の放送になります。
英語を書く際にはご法度ともいわれる行為ですが、見やすくするためにほぼほぼ各1文ごとに改行を入れております。
まずは上から見ていきましょう。

＞＞＞ みなさま、ようこそ新幹線へ！
非常に明るい放送から始まります。
日本の誇る弾丸列車（英語ではbullet train=バレット・トレイン=弾丸列車としばしば呼ばれます）にようこそおいで下さいました、と一言。
The superexpress KODAMA 731 departing at 7:13 bound for Hakata is arriving at track 1.
＞＞＞ ７時１３分発の超特急「こだま」７３１号・博多行きは、まもなく１番線に入ります。
現在進行形で近い未来、もしくは現在起こっている内容を表す形式ですね(*´∀｀*)
「superexpress KODAMA」と書くと違和感があるやもしれませんが、要するに在来線でいうところの「limited express THUNDERBIRD」（特急サンダーバード号）みたいな感じです。

と…。謎の一喝が入ります（）
この歓迎して上げて上げて…からの現実を見せる手法、個人的には割と好きです（）

＞＞＞ この電車は８両編成です。
高校生でもこれから大学受験を控えてないとわかりにくいかもしれませんが、一文目「This train has 8 cars.」ではThis trainは無生物主語と呼ばれまして、そして無生物主語の場合は訳し方が少し変わります。
「この電車は8両を持っている」→意訳して「この電車は8両（編成）です」程度がいいでしょう。
Car 1 is at the front of the train and car 8 is at the rear.
＞＞＞ 1号車はこの電車の先頭に、8号車は最後尾にございます。
rearは「後ろ」という意、theが付いて「最も後ろの」、つまり「最後尾」です。
「人・物 ＋ be動詞 ＋ 前置詞 ＋ 場所」で「人・物が（場所）に居る／在る」を表します。覚えておいて損はないでしょう。
Cars 1, 2, 3, 7, and 8 are for passengers without seat reservations.
＞＞＞ 1号車・2号車・3号車・7号車・8号車は、座席指定をされていないお客様のための車両です。
「Cars 1, 2, and 3 are non-reserved.」じゃダメなんですか…？と。
実は大きく意味が変わっちゃうんですね。
この放送文の場合は「座席指定していない乗客向けの座席」、つまり「座席指定をしていなければ自由席にしか座ることはできない」（あいている指定席座席には座れない）ことも同時に表すことができます。
しかし後者ですとそんなことはいざ知らず、「自由席です☆」としか言われなければそういう取違も出てしまうでしょう。
さすが新幹線、考えられています。

＞＞＞この電車は全面禁煙です。
completely…「完全に」とか「徹底的に」とか、そういう意味でございます(*´ω｀*)
＞＞＞ 全ての車両の端を含め、この電車ではどのような個所においてもおタバコはお控えください。
refrain from doingで「doingを控える」です。
またeitherは否定文では「どちらの～も…ない」のような意味になり、「すべての車両の端のどちらも含めて喫煙を許可していない」→「すべての車両の端を含め禁煙」くらいが妥当でしょう。
eitherの手前にtheは必要ないはず…ですが、at theが連なって言われているように聞こえたので一応入れておきました。
This train will be stopping at every station before arriving at Hakata terminal.
＞＞＞ この電車は博多到着までのすべての駅に停車します。
「未来のことを表すからwillと動詞の原型！」…？
それだと「○○しよっかなー♪」程度の軽い気持ちなので、「博多に着くまでのすべての駅に停まろっかな～♪(*´ω｀*)」ぐらいの超適当かつ不明瞭なアナウンスになっちゃいます。
確定した未来を表す場合は現在形、もしくは未来進行形です。こちらは後者のパターンですね。

こんな感じで非常におもしろい構文がたくさん使われています。
にrefrain from doingなんかは主語をＩ（アイ）にして使うと「自重」みたいな意味にもなるので使い勝手はよろしいかと。

なかなか良い表現だと思うんですよ、これ(*´ω｀*)
グリーン車であることも案内しながら、同時にグリーン券が必要だと案内する仕組み。かなりよさげです。
Cars 1 through 5 are for passengers without seat reservations.
＞＞＞ 1号車から5号車は座席指定をされていないお客様のための車両です。
A through Bは「AからB（を通しで全て）」です。
JR西日本では乗車位置の案内でもこれを使っていますね：

＞＞＞「喫煙行為」はこの電車では許可されていません；ただし3号車・7号車・10号車・15号車に存在する喫煙ルームと指定された箇所を除きます。
allowは「許可する」、逆にarrowは「矢」なので注意。
Ocean Arrow（オーシャンアロー）と書こうとしてOcean allowと書くと「え、海（大洋）が何を許可したの…ってか三人称単数のsはいずこ…(;´･ω･)」となるのでご注意。
exceptは「～を除いて」を表します。またlocated （前置詞）（場所）で「（場所）に位置する」です。
